Windward Oahu: what shapes the choice here
The Windward side has Honolulu County’s full plan menu and a care map defined by the mountains. Adventist Health Castle in Kailua handles most hospital care for Kaneohe, Kailua and Waimanalo; anything more specialized means the Pali or Likelike Highway to Queen’s, Straub or Kaiser’s Moanalua Medical Center. Whether a plan’s network includes Castle, and whether it includes the Honolulu hospitals you would be referred to, is the first thing we check.
Marine Corps Base Hawaii shapes the rest. Retired Marines and sailors around Kaneohe Bay reach 65 with TRICARE For Life, and for them the question is not Medigap versus Advantage but whether an MA-only plan’s extras are worth it.
Local plans to know: Adventist Health Castle in Kailua is the Windward side’s hospital and contracts through HMSA and the national carriers; Kaiser members cross the Pali to Moanalua. Marine Corps Base Hawaii at Kaneohe Bay adds a TRICARE For Life community whose “best plan” looks different from a civilian neighbor’s.

Turning 65? Your Initial Enrollment Period is the 7 months around your birthday. Already on Medicare? The Annual Election Period is Oct 15–Dec 7, and Medicare Advantage Open Enrollment runs Jan 1–Mar 31. Moving to another island or losing a plan opens a Special Enrollment Period.
