Leeward & West Oahu: what shapes the choice here
Leeward Oahu is where the state’s retirees increasingly live, from the master-planned neighborhoods of Kapolei and Ewa to the plantation-era towns of Waipahu and Pearl City and the Waianae Coast beyond. The plan menu is Honolulu County’s, which is the deepest in Hawaii. What differs is the drive: Queen’s West Oahu in Ewa Beach and Pali Momi in Aiea handle most hospital care on this side, and the Daniel K. Akaka VA Clinic in Kapolei, opened in 2024, brought VA primary and specialty care to West Oahu for the first time.
The military presence changes the calculation for a large share of families here. Pearl Harbor and Hickam retirees reach 65 with TRICARE For Life, which makes a Medigap policy and a Part D plan usually unnecessary; the live question is whether an MA-only Advantage plan adds anything worth having.
Local plans to know: West Oahu has Honolulu County’s full menu — the same Kaiser, HMSA and national Advantage plans as downtown — but the care map is its own: Queen’s West Oahu and Pali Momi contract through HMSA and the national carriers; Kaiser members drive to Moanalua for hospital care. Joint Base Pearl Harbor-Hickam adds one of the largest TRICARE For Life communities in the Pacific.

Turning 65? Your Initial Enrollment Period is the 7 months around your birthday. Already on Medicare? The Annual Election Period is Oct 15–Dec 7, and Medicare Advantage Open Enrollment runs Jan 1–Mar 31. Moving to another island or losing a plan opens a Special Enrollment Period.
