Muskingum County offers a moderate Advantage menu, every Medigap carrier in Ohio and the full Part D lineup. Genesis HealthCare System’s Zanesville hospital is the region’s anchor, and because patients drive in from Coshocton, Cambridge, New Lexington and McConnelsville, a plan’s network has to reach the whole hill country; referrals run to Columbus, which an Advantage network may or may not include.

For the 2026 plan year Medical Mutual of Ohio did not renew some of its plans in 44 counties, Aetna ended its Smart Fit plan, and the national carriers trimmed county footprints across Ohio; Humana has announced further reductions for 2027. A plan leaving your county gives you a Special Enrollment Period and, in most cases, a guaranteed-issue right to a Medigap policy without health questions. Ohio has no birthday rule to fall back on later, so use the window.
